Duties of the head of the administrative department
- Organize the implementation of the laws of the Republic of Uzbekistan, decrees and resolutions of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
- Organize the implementation of orders, instructions, and directives of the relevant higher authorities, decisions of the Council of Almalyk State Technical Institute regarding financial and economic activities, as well as orders and directives of the Director;
- Prepare proposals and organize work in the relevant areas of activity;
- Coordinate, organize, and control the work of departments and dean’s offices responsible for financial processes;
- Develop proposals on the staffing of support personnel in financial and economic activities, organize work to provide departments and divisions with qualified specialists;
- Develop and implement plans for recruitment, staff development, and professional training in financial and economic work;
- Develop measures for the efficient use of educational facilities and the improvement of technical equipment in classrooms and laboratories;
- Take disciplinary measures against employees violating labor discipline and prepare proposals for termination of their contracts;
- Maintain continuous interaction with higher educational institutions in financial and economic fields and cooperate with local authorities;
- Conduct regular internal certification of the Institute in accordance with established procedures and actively participate in the preparation and implementation of external certification;
- Manage and coordinate the financial, economic, and administrative activities of Almalyk State Technical Institute;
- Direct and coordinate the work of the planning and finance department, business school, accounting department, Faculty of Economics, and other divisions designated by the Rector’s order;
- Organize, manage, and coordinate construction, repair, landscaping, and greening works;
- Expand the attraction of extra-budgetary funds through the development of additional paid services (publishing, household services, paid educational courses, rent, sponsorship, dividends, etc.) within the available material and technical base of the Institute, thereby developing proposals for the material incentives of teaching and administrative staff;
- Organize the formation of extra-budgetary funds from tuition fees of contract-based students and other targeted extra-budgetary sources;
- Develop income and expenditure estimates for the state budget, funds received from contract-based tuition, and entrepreneurial activities, and ensure their registration with the relevant ministries;
- Control the execution of financial plans, financial and economic activities, and accounting of foreign currency transactions of the Institute;
- Develop and implement measures to prepare academic and laboratory buildings, student dormitories, and other auxiliary facilities for the autumn-winter period and the new academic year;
- Study the state of the Institute’s material and technical base under economic liberalization, develop measures for its improvement, and monitor their implementation;
- Organize activities to attract investments to the Institute, review project and cost documentation for the reconstruction and capital repair of existing buildings and structures, conclude contracts, and supervise the quality of completed works;
- Ensure compliance with staffing, budgetary, and accounting discipline, and control the maintenance of accounting records and financial reports;
- Develop and implement measures for the rational and economical use of budgetary and extra-budgetary funds, as well as utilities, and ensure their execution;
- Develop and implement measures to improve remuneration conditions for teaching and administrative staff and enhance accounting and reporting systems;
- Ensure the timely payment of salaries and student scholarships to the teaching and administrative staff;
- Monitor the payment of tuition fees by contract-based students;
- Organize, manage, and coordinate construction and repair works, and ensure the implementation of the plan for the collection of ferrous and non-ferrous metal waste;
- Develop and implement a plan of measures to ensure the safety of students and employees in emergencies and labor protection;
- Ensure the structural stability of the Institute’s buildings, equip them with fire protection systems, and maintain sanitary and hygienic conditions at the required level;
- Develop operational plans for student canteens, buffets, sports and recreation centers, and medical points, and ensure their functioning; continuously meet the housing needs of students in dormitories;
- Organize modern classrooms and laboratories equipped with all necessary facilities for conducting lectures and practical classes by the teaching staff;
- Conscientiously fulfill official duties.
