Job Description of the Rector of the Almalyk State Technical Institute
RESPONSIBILITIES OF THE RECTOR:
- Organization of the implementation of the laws of the Republic of Uzbekistan, decrees and resolutions of the President, resolutions of the Oliy Majlis, the Cabinet of Ministers, and decisions of the Ministries of Health, Higher Education, Science and Innovation in the fields of education, healthcare, and personnel training;
- Ensuring the training of highly educated and qualified specialists with strong moral and ethical values, capable of independent thinking, and possessing skills in labor organization under market economy conditions, based on state educational standards;
- Defining the authorities of all departments of the Almalyk State Technical Institute, planning, coordinating, and managing their activities; preparing personnel for leadership positions at the Institute, and managing the selection, promotion, and recruitment of employees;
- Providing material and moral support to staff and students, ensuring their social protection, and applying disciplinary measures when necessary; controlling the formation and effective use of the Institute’s financial resources;
- Organizing scientific research, enhancing its effectiveness, and ensuring the broad implementation of research results in practice; promoting the integration of higher education, science, and industry;
- Organizing the creation, translation, and publication of textbooks and educational-methodical literature in accordance with the requirements for developing a new generation of educational materials for the system of continuous education;
- Introducing and effectively utilizing advanced forms of education in the learning process, including distance learning, as well as modern pedagogical and information-communication technologies;
- Supervising spiritual, educational, and enlightenment activities, and fostering the formation of a national idea and values in the minds of staff and students.
- Admission of students, master’s students, clinical residency trainees, professional development and retraining course participants, as well as senior research fellows and external researchers to Almalyk State Technical Institute; applying disciplinary measures, expulsion, and reinstatement procedures;
- Ensuring the continuous professional development and qualification improvement of the academic and teaching staff;
- Maintaining constant quality control over the activities of faculties and departments, the educational process, lectures, practical and laboratory sessions, academic and industrial internships, and other forms of instruction;
- Organizing activities aimed at identifying promising areas of development for the fields and specialties in which specialists are trained at Almalyk State Technical Institute — including holding scientific and practical conferences, participating in international conferences, creating conditions for access to information resources, and providing literature and informational materials on the development of science, technology, and innovation. Based on these efforts, ensuring the improvement of state educational standards, curricula, educational materials, and guiding scientific research;
- Developing the marketing service, organizing studies of demand and needs in educational fields and specialties, analyzing graduate employment outcomes, and establishing cooperation agreements for targeted specialist training;
- Developing and implementing measures to strengthen and expand the material and technical base of Almalyk State Technical Institute;
- Heading the Academic Council of the higher education institution, the Board of Trustees, and other specialized councils;
- Approving the Charter of the higher education institution, improving the organizational structure of Almalyk State Technical Institute, and organizing, modifying, or dissolving its structural divisions as necessary;
- Developing scientific and creative partnerships with foreign institutions, ensuring the attraction of investments and grants, and engaging in the establishment of joint ventures (departments, scientific centers, research and design institutions, etc.);
- Maintaining cooperation with public organizations, the Board of Trustees, and other similar non-governmental organizations.
- Ensuring the fulfillment of other tasks established by the authorized bodies responsible for managing the educational process;
- Issuing orders, directives, and instructions that are mandatory for all employees, students, and other learners of Almalyk State Technical Institute;
- Defining specific duties and responsibilities of vice-rectors;
- Hiring, granting leave, assigning business trips, and dismissing members of the academic staff, employees, and research and teaching personnel in accordance with the procedures established by law;
- Approving the Internal Labor Regulations, Code of Ethics, Regulations on Dress Code, Regulations on Student Dormitories, and other internal normative documents of Almalyk State Technical Institute;
- Organizing employees’ work and students’ learning, improving the quality of education and labor productivity, and creating the necessary conditions in accordance with legislation, regulatory legal acts, employment contracts, and tuition agreements;
- Concluding collective agreements with trade union committees in accordance with the Labor Code;
- Ensuring the timely and full payment of salaries to employees in accordance with established compensation conditions, as well as awarding scholarships to students within the prescribed time limits;
- Maintaining labor, executive, and academic discipline, and ensuring compliance with occupational health and safety standards;
- Managing the economic and financial activities of the Institute in accordance with the law, maintaining and efficiently utilizing the entire material and technical base and property of the educational institution, and responding appropriately to decisions made based on the results of financial and economic activities;
- Possessing an in-depth knowledge of information and communication technologies;
- Ensuring compliance with the Charter, internal regulations, code of conduct, and dress code of Almalyk State Technical Institute.
- Must Be Knowledgeable Of:
- The essence of the laws of the Republic of Uzbekistan, decrees and resolutions of the President, the Oliy Majlis, the Cabinet of Ministers, and the decisions of the Ministries of Health and of Higher Education, Science and Innovation related to education, healthcare, and personnel training.
- Possession of the professional and organizational skills required for a leadership position in a higher education institution, management experience, and relevant work experience in the field of education, as well as the necessary knowledge and competencies in the corresponding area of activity and responsibility.
Must Possess Knowledge Of:
• Professional and organizational skills required for a leadership position in a higher education institution, relevant experience and work record in the field of education, as well as the necessary knowledge and competencies within the scope of activity and authority;
• Outstanding personal qualities — intellect, culture, leadership abilities, creativity, politeness, organizational, initiative, and entrepreneurial skills, a strong sense of responsibility, independence in decision-making and actions, and decisiveness that ensures the achievement of the strategic goals of the educational institution;
• An academic degree of Doctor or Candidate of Sciences in one of the fields and specialties of undergraduate, graduate, or clinical residency training offered by the higher education institution, as well as an academic title of Professor or Associate Professor;
• At least five years of effective experience in leadership positions at the corresponding level of management in a higher education institution — such as Head of Department, Dean or Deputy Dean of a Faculty, or Deputy Director.
